COPLINK Introduces Groundbreaking Adaptive Analytic Architecture™ for State Law Enforcement and Federal Intelligence Information Sharing Initiatives

04/08/04
Tucson, AZ

Knowledge Computing Corporation today announced the release of COPLINK A3 ™, a radically advanced solution for how law enforcement and intelligence agencies at the federal, state and local level can share information and intelligence to help solve crimes, thwart terrorism and improve the safety of our communities nationwide.

"This opens up new opportunities for the company to expand our client base at the federal and state level and enhances our reputation as the industry leader," said Bob Griffin, CEO of Knowledge Computing Corporation.

COPLINK® provides unparalleled analysis and decision support for rapidly identifying criminal suspects, relationships and patterns that can help solve and prevent crime. The solution is also promising for use in homeland security applications.

COPLINK seamlessly integrates proprietary A3 technology, also known as Adaptive Analytic Architecture™, with the company's critically acclaimed crime fighting solution. COPLINK A3 expands the power of COPLINK exponentially when applied to regional, multi-state or federal intelligence knowledge discovery initiatives and provides enhanced 28 CFR Part 23 compliance.

The flexible architecture of A3 allows agencies to choose from data warehousing, distributed techniques or a combination of both while scaling the solution to respect the preferences of each agency. In addition, the new release is architecturally agnostic, allowing every participating agency to return complete consolidated results at the desktop level, and apply the sophisticated analytics and visualization techniques that make COPLINK the most powerful crime-fighting and intelligence analysis solution in the industry. Consolidation, analytics and visualization occur on a per session basis without replicating data or including it permanently in another agency's system which overcomes regulatory and preference issues that impact how information sharing between some agencies can occur.

COPLINK A3 per session consolidation is also particularly attractive to agencies that need to incorporate select commercial record searches into their lead generation and intelligence efforts but do not want to replicate or permanently commingle commercial records with public records. An agency can now be highly selective in choosing only those commercial records that are relevant to an active investigation. Commercial records can also be obtained from one or more vendors using best quality information and best price practices.

What commercial information is appropriate and truly useful to tap into is a matter of public policy. COPLINK A3 technology is an elegant solution to privacy concerns. Allowing the client to choose exactly what they need, from whom and only when they need it is also substantially more cost effective than other alternatives.

COPLINK works by allowing vast quantities of structured and seemingly unrelated data, currently housed in various incompatible databases and record management systems (RMS), to be organized and rapidly analyzed over a highly secure intranet-based platform. One search using known or partial facts from an ongoing investigation can produce qualified leads in minutes - a process that prior to COPLINK wasn't possible or often took days or weeks. Through sophisticated analytics, COPLINK builds 'institutional memory', reduces knowledge gaps, and prevents criminals from falling through the cracks.

With COPLINK, law enforcement and intelligence agencies can tailor their information sharing and crime analysis initiatives using existing components from technologies they already use. This allows participating agencies to create a seamlessly integrated solution without incurring the disproportionately high cost of untested, custom solutions.

When COPLINK is used to create regional, multi-state or interagency networks, each participating agency has real-time control over what data is shared, with whom and when. In addition, data continues to reside and be updated at its existing source. These safeguards help protect the integrity of the data and sensitive information while allowing for the creation of ad hoc regional task forces to address specific criminal or potential terrorist activity.

COPLINK also creates a detailed audit trail for every search conducted. This serves two purposes. Officers seeking to question or obtain a warrant on suspects identified through COPLINK are able to clearly demonstrate with hard facts how that person fits the criminal profile and how others were excluded. Each participating agency's Systems Administrator is also able to monitor use for audit purposes to identify any abuse that would result in suspension of a user's access privileges under the privacy and use protocols established by each agency in accordance with local, state and federal laws.

COPLINK is deployed in over 100 jurisdictions nationwide from Boston to San Diego to support police officers in fighting crime and improving community safety. The solution was recently recognized by the International Association of Chiefs of Police as a finalist for the prestigious Webber Seavey Award for quality in law enforcement for the Tucson, Arizona deployment. The Center for Digital Government also recognized COPLINK as one of the best of breed and most innovative IT projects undertaken by cities in the nation.

Designed by current and former law enforcement officials, COPLINK is tactically sophisticated yet user-friendly. Even the most non-technical law enforcement officials can master it in less than a day. The solution is available in the United Kingdom through Orbitron Technologies.
